And vice versa. Musk got a measure removed from the CR that would greatly limit US investments in China, essentially giving him a way to sell IP to China, for the benefit of Musk (detrimental to the US but that's what people voted for, apparently).

He is a populist. He makes all his policy decisions based on what he thinks will make him more popular with his base.
