no it is not through the IP. Even the IP without VPN is very bad for geolocation. It can be 50km or more from your real location. Then there is the difference from wifi and mobile data.

It's hard to track someone just by their IP. The same IP can be assigned to hundreds. Okay, you have to trust someone at least a little, like a parking app or a sports activity app, but set it to use your location only when you use it for your own convenience. And limit access to your contacts etc.
Why not? Modern mobile devices have the ability to restrict and change all app permissions because that's the requirement. Okay, phone manufacturers can still do whatever they want, but at least you can avoid using your data for any random games, etc.
plus, if the whole point is selling this to the government or law enforcement agencies, an IP address is enough for the law enforcement to ask the ISP to get a precise location. I believe this is the whole story

IP may help in correlation of user identification across different services to assign a unique ID and track your behaviour for advertisers.

They likely won't get an exact address this way, but usually the right city, or even neighborhood.
