If they're allowed to round-up and detain merely by suspicion--without proof--they can use this as a tactic to intimidate people that they know aren't in violation af any immigration laws.
Also, we broadly abide by laws, and even the sort of nutcases that would emigrate to the US would have their visas and documentation sorted beforehand.
