Finally someone else saying this too, I've been commenting on Twitter that this argument for him not being an Aspect, is bullshit as Kalec's been shown to do whatever he wants and go whenever he wants and is Aspect. Wrathion was stripped of being an Aspect for no reason at all. I know venting won't-

It's really one of those things where I commend people for wanting to see the bright side of these choices, and I do too...

But the reality is that when they show how much they abjectly don't care for a character's ongoing story, there's very little reason to expect them to start caring in future.

Meanwhile Wrathion, despite being untethered to the role of Aspect, hasn't even been brought into the storyline to revisit the events of Visions of N'zoth, despite the fact that an excuse to do so (to ask him for advice and to knowledge-share) is right there. It's noticeable that he's missing.

Being Aspect wouldn't have tied Wrathion down to anything. Kalecgos is still present and active in the main story, being Aspect doesn't prevent him from appearing and being involved. Wrathion could've done the same.

Even when the narrative went out of its way to excuse Kalecgos from appearing in future Kirin Tor stuff, by resigning from the Council of Six, it was still reassuring us that Kalec is important, beloved, irreplaceable and will be seen again.
