I feel like a governmental agency of this sort is possible under socialism, and actually I have heard a great many accounts that this is the role most Chinese police fill
that was literally my dream job when i was a kid, just like a sort of generalist public servant who just goes around offering aid wherever it's needed, probably working with a team and with the backing (and resources) of like a guild or "public aid department" of some kind
I'd like a site where people network to solve each other's problems for fun. Like, somebody broke a leg and can't walk their dog, they find a neighborhood kid whose parents can't afford to keep a dog but he loves dogs, boom! new friendship plus help and maybe a bit of pocket change for the kid.
Would helping people not involve listening to their problems, and then working them out? Not sure what you mean, I'm certainly not suggesting doing things for people they never asked for.
What if we dared to redo all of our infrastructures that weren't working. What if, we thought outside the box and really found ways to help people. Like permanent supportive housing to get people off the streets low cost works and works well.
You would encounter strong and violent resistance from capitalists and their supporters after a while because it would begin to interfere with profit generation
So you would have to organize armed resistance to capitalist aggression against your new worker-led infrastructure and societal formations, and at that point you would be carrying out a revolution
Unfortunately, firefighters have been incorporated into the larger patriarchal enforcement structure of police in the US, so while they do perform real service they usually have very reactionary ideologies
