It's the biggest consideration at pretty much all stages. If I have to choose between being mathematically perfect and players feeling engaged, excited, anxious, amused, or whatever is appropriate for the game, I'm going to be trying to focus on getting that feeling. (I often don't succeed!)
Always! Even if the feeling is something like the pleasure of turning a mechanism. Some people don't get it and complain about the theme. But I know it worked when they say how enjoyable it is to operate the game.
