It is customary to invite representatives of nations you have diplomatic relations with to major events even if you don't like them very much. For example, the German ambassador to the United Kingdom attended the King's birthday in June of 1939.
Well, it wasn’t just diplomatic relations? It was a comprehensive pact of non-aggression with secret protocols where Hitler and Stalin agreed to divide Eastern Europe between them. And Stalin was happy to be Hitler’s friend until Hitler stabbed him in the back
That's not a surprise to anyone that studies history and also not what I'm talking about. My point was that inviting representatives from a country you have diplomatic relations with to a large public event is par for the course.
