Also FDR did not "smash" the old state, even though people were telling FDR to become a dictator. He did create a bunch of new institutions and laws (via Congress), some which struck down by the Supreme Court. Even his most radical change (monetary policy) used a law on the books...

Sorry if I did not make my point clear with France: Even though it has had revolutions, multiple different regimes, etc., typically has a strong executive like it did for hundred of years prior to the French revolution!

This is kinda emblematic of Marxist thought-lots of talk of revolution, inability to create truly new institutions after revolution, reliance on the old institutions.

And in contrast the French revolution (strong executive) and Soviet revolution never really did "break" from the old order as much as they touted themselves.

Elon Musk and Trump are just firing people at random, cutting things largely at random (NIH and US AID) for example. Tariffs that are random and none sensical. His "revolution" is more tempt tantrum than anything else.

Lenin kept many pieces of the prevailing Czarist state in place (the KGB had a Czarist predecessor, Czarist economic development was very state-driven, Czar had gulags, etc.)...

This is a good piece but I think there are some mistakes in your thinking. France made a radical departure during the First French revolution, but for a democracy has typically over the last 200 years had a strong executive.
