That's Dr. Robotnik's niece who runs around breaking stuff demanding that he build her robot toys. Sonic and Tails are willing to let her rampage until she decides that they're stuffed animals that she wants more, so they work together with Scratch and Grounder to get rid of her.
Oh. In order for it to be one of those types, it has to be a brash and competent figure and very bratty and somewhat independent. All 3 and Lulu described fit the role.
