Also for what it's worth, presidential libraries are only a "blind spot" if courts (mainly, SCOTUS) are simply refusing to enforce the laws on our books against corrupt (Republican) Presidents. 🤷‍♂️

The papers belong to the National Archives. Basically everything else belongs to the dedicated non-profit organization, which has considerable leeway to decide on how the assets may be used, and by whom.

The loophole is that there's no one who has the power to hold anyone accountable for this. The Supreme Court says he can do whatever he wants while in office. And there are enough voters who will allow their senators and reps to not impeach.
