Clone Commander Cody started in the neutral/command slot, given his role in Ep3 as the ultimate "loyal soldier" (even to Palpatine). Given his iconicness, we wanted him to have the biggest Coordinate effect, & one that was better for clones than droids, hence overwhelm. #FFGStaff
