Cortisol affects different people differently (just like all hormones), and are not an accurate measure of whether a person is "too stressed" to work.

You can check the changes in cortisol levels against other indicators such as blood pressure etc.
The social contract is important and relies on trust.

The social contract is an unwritten agreement between tax payers and those things that tax monies are spent on.
If enough those tax payers believe they are being taken for granted by others not willing to put in the same effort as they are, then you get unrest.

Everyone pays tax, even people who don't work. So what you're saying is that people who are stressed should shut up and deal with it, because taking time off work might annoy other taxpayers?

Ppl that live of benefits don’t pay tax.
The benefits are perceived to be for those that really can’t work. The perception is that too many could but chose not to.
The huge increase in ppl on long term sickness benefits since the pandemic is one of those causes of perception.
