The key difference between a statutory inquiry and a non-statutory inquiry (recently announced into the Southport attack) is the former have special powers to compel testimony and the release of other forms of evidence

One reason for the record number of public inquiries currently ongoing is that they can take a long time to complete their work. Half of current ongoing inquiries were announced over 3 years ago. On average they take just over 3 years, but there are some big outliers.

Public inquiries are inherently protracted due to extensive preparatory phases - appointment of a chair, establishment of TORs, & logistical setup can take years

Vast document reviews, witness testimonies, staff turnover and legal processes like ‘Maxwellisation’ can further delay reporting.

The NAO found that legal staff made up 36% if total costs, so as public inquiries become more complex, and take longer to complete the costs increase. The Grenfell Inquiry cost over £170m, and the IICSA inquiry cost over £180m.
