The Fed controls the money but not the banks. If a new system were created, among the blue states, to supplant the Fed, then they could control their own money flow. There is no law against it.
Most of the US banks are in NY, CA, Texas and Florida. The stock market is in NY; Delaware is where corporations are licensed.
Could be done.
