Why would a public government agency use a private social media platform to inform someone (like my mom, who has never used a computer or smartphone at age 86) of a change in her/his monthly income information? I'm just not smart enough to figure this out today.

Here are a couple of my thoughts: to break the system but appear as though they’re still trying to resolve communication issues or to bring in more users to X in order to replace those they lost and monetize on the targetted advertising opportunities for that demographic.
