It's both. Population x lifestyle /affluence.

Obviously those of us enjoying the luxury and privilege afforded us by our modern developed economies are disproportionately responsible. The super wealthy that much more so.

Their impact on the earth needs to be addressed. In the 80s the EPA was busy making standards for factories and their emissions, forcing them to clean up or pay. They all moved to China, Mexico, and India. Same mess, different countries
They should pay, and pay dearly
