This should have been a 2 sentence order: "The US Government cannot illegally send a person to a foreign prison. He must be returned by noon tomorrow." That it wasn't and that it leaves open the possibility for his continued imprisonment is just shocking

They are only enforcing the district courts ruling. No guarantee.
