The potato dictator Lukashenko (the "president" since 1994) stated that he is not a dictator at all, and that the "Americans" are the ones who coined the dictator label for him. In fact, he claims he doesn't have any of the leverage that dictators do.

Most people do not confuse a non-dictator with a dictator and do not need Americans to tell them if someone is a dictator.
The first thing that Lukashenko did was to keep the Red Army in Belarus, instead of withdrawing it, as had been agreed by the previous administration.
