A basic BM21 has 40 rockets. This one 12 so you need 3-4 to have the same effect.
Impossible to use on rough terrain, probably a reduced range too, the obvious pain it must be to prepare and reload... So even less effective than a tactical with rocket launcher, but much easier target for drones.

Yeah makes me think they might actually be nonfunctional. If they are used in combat it will be confirmation of the fact that Russia is running out of equipment and North Korea does not want to sell all their decent stuff.
