That is likely the result of commanders hoarding resources for their own use.
Ukraine is going to notice if a commander relinquishes his tanks to defend Kursk. And that commander is going to be taking Putin's 'flying lessons' when he can't defend his part of the front line.
Same for every other resource: cars, ammo, men. Every so often, the high command manages to squeeze a few more resources from elsewhere on the front to plug the gaps.
Russia isn't done yet, but they are much closer to collapse than Putin or Trump imagine.
That's horrible... now DonT will not watch it doing the Patriotic War victory (made possible by Lend/Lease) parade (occupying most of East Europe) in Moskva...
