The commander's nose looks like it's had more than a passing relationship with cocaine. The septum collapsed, leaving an indentation below the bridge aka "saddle nose".
The Russian military runs on vodka. It's their version of Marx's 'Opium of the People'. Trying to limit it would only lead to bootlegging, poisoning from bad distilling, and an increase in desertions and mutinies.
