I don’t know that’s a risk right now. The move is a clear message to the Kremlin that they have nothing to fear from the US in view of the more or less radical initiatives Putin will consider to deal with the EU rallying around Ukraine. Like when a puppy shows its belly to a bigger dog, you know?
