He’s also just wrong. “Executive,” comes from “execute,” meaning “one who puts into effect.” It denotes the person who decides how a plan will proceed, but they are usually not the ones who determine the goal. In a representative democracy, that is the elected officials put in office by the People.

And even more strange, the meaning of executive shifted to encompass a co-equal branch of government that executes laws once the Framers defined it as such in order to avoid the tyranny of monarchical rule.
