All over the place where I live near Chicago. We also have next to zero enforcement (of this or any other serious moving violation).

Whether I'm driving, cycling or on foot the sheer numbers of phone drivers is staggering. I think Essex Police have given up, our Vision Zero stats are all going the wrong way.

Don't think they ever bothered. Reported drivers clearly driving & using mobiles & got sweet FA from them.
