Does it apply to consumers only, or also to businesses or eg energy used for communal areas of a block of flats?

I have encountered a similar high handed approach by BG. I pay quarterly in arrears and have always submitted meter readings both at billing and tariff change dates. Last year we had a smart meter fitted, bills stopped until I chased. /1

BG then cancelled all bills for the last year and resubmitted estimated bills based on guessed figures. I complained at length and they basically ignored me, the complaint is still open after 9 months. The only reason I haven't persued it with Ofgem is that they did themselves out of £100. /2

They won’t get punished for this as they ought to be so they’ll just keep doing it. Fine then heavily or they’ll never change their ways.

So they can only charge you for up to the last 12 months of energy usage, regardless of whether or not you've used it and not paid?

Unfortunately the government, regulator and courts will bend over backwards for the water companies despite them being monopolies.
