This could be real, but it doesn't have receipts, that's just a link to in screenshot of Eliza's public documentation.

The screenshot shows some of the parameters for creating a discord bot to talk about political topics, but it doesn't prove any of the claims in the article.

This is published anonymous testimonial evidence from an apparent whistleblower. Not to be confused with testimony under oath in a court. It is in fact evidence. I think your implication is more about its strength as evidence, is that right?

The receipts referred to are presumably the screenshot and the link at the bottom of the article, which includes more code. Credibility is more the question than the existence of the information.

You could maybe use this to create some fake accounts in theory but Eliza isn't associated with Twitter and there's nothing in the repo suggesting it was used in the way they're asserting. There are millions of ways to make a bunch of bot accounts that have been available for forever

Looking through the github, I'm not convinced yet that it does. It is certainly possible one could use this to create accounts and posts, but you'd need a lot more of the "breadcrumbs" the author cites to prove what is claimed. It sounds plausible, which is why it might be worth more scrutiny.
