The most plausible explanation for failing to release Abrego Garcia—and it’s not very plausible—is that once a Salvadoran citizen is in Bukele’s custody only Bukele can release him.

I fear Abrego Garcia is dead, as well as Hernandez Romero (the make up artist). All the excuses from the Administration and Bukele are simply smokescreens.
The most plausible real reason is 1) grandiose narcissist can’t ever admit fault and/or 2) they’ve killed him in El Salvador which is why they can’t bring him back.
And Rubio essentially said, along with Miller and other members of the admin, that the court cannot make them ask Bukele. And they have provided no information about actual steps taken to secure Abrego Garcia’s release
So they are in contempt of the District Court in Maryland’s order, as affirmed by the 4th Circuit and (in slightly modified form) SCOTUS. And the initial Alien Enemies Act removals were in contempt of Judge Boasberg’s orders
(I am using contempt colloquially—they are in violation of the judge’s order. There has not been a formal finding of contempt yet and it may involve several steps)
