Its just doublespeak. The feeble minded will just do mental somersaults to justify it, and the intelligent will appear crazy on their outrage.

Cartels unlike terrorist groups mostly try to not kill American civilians and tourists in Mexico due to not wanting a big conflict or destroying the Mexican economy. It could get bloody if cartels start doing that in response to an American cartel war.
