The political landscape around housing policy continues to evolve. States are reclaiming authority they delegated to localities 100 years ago. And while some localities are fighting back, entrenched resistance to state policies is *not* the norm.

States can make implementation of new policies easier—or harder—for local govts, based on policy design. Reducing parking requirements is quick & easy to implement. Creating a housing element (CA) is not. Providing model codes & TA also helps implementation.

States use a wide spectrum of policy tools to implement and enforce housing policies. Investing in proactive tools upfront reduces the need for reactive enforcement later.

Setting the right expectations can help avoid stakeholder frustration. Advocates & legislators should be clear about how long it will take for policies to generate new housing & the size of impacts on prices & rents. Don’t overpromise & underdeliver!

Evaluating new state policies is critical to their long-term success. We need to monitor how policies impact outcomes--housing production & cost—to know what works & what doesn’t. Good research is hard! Partnerships btwn state agencies & universities can help.

For statewide abundant housing policies to generate better outcomes, we need to build & maintain feedback loops between legislators who write laws; state & local agencies implementing them; & developers building homes. Talk to each other early & often!
