I think you are right in some regards. Calling is not a very effective strategy. Better than emails and letters. But it only leads to desired results in some narrow scenarios. Unfortunately it's one of only a few levers votors can pull right now.
I think we are in a full court press scenario where we can't afford to leave any power on the table. Do everything you can even if it is unlikely to succeed.
