That's called a tare and including the tare to the price of the item is against American Weights and Measures law. Each infraction can be up to $1,000 so if you have 20 packages of ground beef that haven't had their tare applied you could get fined $20,000.

Lots of that meat comes from Cargill, Sofina and Maple Leaf pre-packaged and portioned. Similar situation for Walmart. There could be something going on higher up the chain. Superstore meat is typically expensive compared to regular grocery chains unlike their inside aisles so it's a double hit.
