Ah yes, russia's lost souls. My understanding is that the permissible amount of this type of corruption is normally 25%. Whether or not it is currently higher is an interesting question. Yes, commanders do get more loot by keeping the dead on the books. OTOH they need bodies for their reports.

2/ The Russian army pays its soldiers electronically through the Mir payment system. Salaries are paid to an online account, from which money can be paid out through cashpoints or transferred via mobile banking.
