Sounds like you have the basics covered.
Rosemary should probably have been added in the mixing stage, however.
A workaround could be to cook minced rosemary in butter until the foam subsides. Brush the mixture on the rolls during their last minute of baking. #peasantking
The texture is probably due to the milk and egg in the dough matter. They probably coated the flour, preventing longer gluten chains that we associate with bread.
