Fair enough, he doesn't mention the UK and France, but as far as I can tell, only the UK and France had indicated they are willing to go to Ukraine as peacekeepers. So he couldn't have meant anyone else. He doesn't even have the courage of his own convictions.
And yet there will be people who either choose/pretend to believe this nonsense (e.g. Badenoch) and those who genuinely believe it (unhinged or deeply stupid).
It’s just a matter of punctuation.
It should read like this:
