And just coming back to this, if the Government wanted to avoid the risk of opposition-controlled committees preventing legislation from progressing, under the proposed bill they could just choose to stick with a three-year term and keep their committee majorities.
As you noted, opposition controlled committees - which are not guaranteed - couldn't prevent the legislation from progressing. I think any such variation in committees would just lead to a lot of amendment papers at cwh as governments reverse changes opposition majority committees have made.
