It was also my first experience with the game.
I still play it after so many play throughs.

I had to tear the whole thing down because NPCs are too dumb to use it properly.
They spawned on the roof, got caught behind the stairs, stood around the settlement without moving.
I'm starting to see there's no point in building complex structures because of their pea brains.

If you play on PC, settler sandbox mod. It fixed their pathing, and will make them use things past the 2nd story. Not sure if the mod is avail on xbox or not.

Np! There are 2 major ones. You can use both together without issues. I think their descriptions mention eachother too, lol. But the best thing is that it fixes Vault 88. Allowing settlers to go past the main cavern. This will also cause them to use bars and pleasure areas as intended.

I had to start another game from scratch because it bugged out in Nuka World's bottling plant. Even console commands couldn't fix it. Someone said to use an old save. Now I save more often. But Nordhagen Beach is being built again & the NPCs are stuck there too. I hope this will fix it.
