Max Verstappen loses pole in Qatar for, essentially, getting in George Russell's way even though neither was on a flying lap in qualifying. It wasn't a normal case of impeding (that would require a three place grid drop). So stewards 'only' drop him one place for driving unnecessarily slowly.
