and judging from his eyerolling after the first time and his utter rage in the second, Jafar isn't even really enjoying himself unlike Kaa who seems to love every second. So there's something for doms and subs there.

I think it's because of their personalities
Kaa is this sort of seductive predator tempting his prey with colorful rings that sends them down a path of blissful pleasure
While Jafar is this evil megalomaniac hell bent on power and his staff doesn't induce pleasure.
