I’m a retired air traffic controller. What system could he possibly be talking about?? Navigational technology is the same worldwide. Maybe AF1 uses some kind of discrete satellite interface in case of malicious interference or something, but the US leads the world in aviation safety.
Well, the FAA does regulate and inspect airlines, pilots, mechanics, and airports, hire and train ATC, and provide grants to improve safety. So depending on how many experienced folks leave federal service and if those grants are sufficiently constrained, safety can definitely be impacted.
They probably do have it on AF1, and there are different versions, but it’s a traffic detection and avoidance technology, not a landing system technology. Commercial aircraft have no use for it.
