Beef importers are by necessity UK based entities, and they need to obtain health certificates for the meat to "place them on the market".
The proposed deal doesn't alter much other than the tarrif barrier.
This may increase the risk profile slightly, but looking at the quota level, probably not by much.
In terms of what to do about dishonest farmers or importers that cheat:
1. Spot checks at various points in the supply chain pick-up where things might be dodgy.
2. Importers, wholesalers and retailers each take on liability.
The system isn't designed to be 100% solid against cheats. It isn't solid against cheating *within* the UK or EU.
Cf. horsemeat scandal a decade or so ago.
