If they did shoot one down, this photo does not prove it. Is a montage. Looking at the landscape below it looks like the plane is about 5000 m or higher. The photo would have had to be taken from another plane flying close by.

Theoretically the Russians will sooner or later shot down an F-16, but why do they always use such bad computer generated images, whenever they claim they have succeeded with anything, it does not help their credibility.

Russia tends to make its boldest claims right after facing significant embarrassment. For instance, after shooting down the civilian plane, they quickly attempt to shift the narrative. Creating distraction so the public moves on from the embarrassing truth to the headline-grabbing false claim.
