Hopefully those burning silo’s contain Jet fuel, not diesel.
Targeting the Oil refineries in Western Russia has a different tactical goal, its to obstruct exports and thus revenue. I hope the burning tanks at Engels contain jet fuel indeed.

I will argue that this fire is "contained". It is simply not "extinguished". The berm around the tank holds the contents in place allowing it to burn-off. The distance between tanks prevents spreading, The tank design provides for heat expansion of nearby storage facilities.
