The advice is not only to EU-affiliated entities, it is a "global public safety announcement".
Like a warning against a hurricane, volcano or a (hypothetical) asteroid impact.

Yes, sometimes, unless they're really promoting how awesome things are there. Like some people have maybe sold a house in the US or Canada and converted a lot of money into rubles - so they can act like it's this luxurious place to be... for a while lol.
