Realistically, unless governments solve for the locust effect of war, conflict&predatory violence springing up around the world, decimating whole populations of people and destabalizing regions, then a significant portion of aid will be ineffectual & may actually lead to more predatory violence.

Countries need heavy security measures&adequate defense spending which allows for precision execution of strategic defense
AND
Aid to steward the well-faring of the lower echeclons of society, globally
Without both,lasting peace is impossible
Abandoning aid will cause more conflicts&lead to more war
