Jake Parker's advice probably had a hugely (albeit unintentional) negative impact on modern artists. No one shouldn't feel guilty when they're not constantly making art. Pure art is a personal expression, and doing it when you've nothing to express is like talking with no point to make.
He's a controversial professional comic artists who started Inktober and (I'm pretty sure) coined the term "Finished, not perfect". Most of his advice is about how to make yourself work when you don't want to. But I don't think his advice is universally applicable as much as it's taken to be

Quantity over quality is not always bad. It's why a lot of my art is only stuff that takes me 30 minutes to make. It helps me stay motivated to work on those bigger projects
