I'll keep saying it when it comes up: that was me, thirty years ago. Exactly that was tried in Brattleboro, Vermont. Changed my damn life. I might not be the normiest normie ever, now (I cosplay as one, a little!) but I pay my bills and am part of society now thanks to a thing like that.

We had a delegation from Finland come to Hawaii to talk about what kind of policies, regulation changes, and resources made it possible. The answer was making solving homelessness a MORAL imperative for both communities and government, and an absolute measurable outcome of functional zero.

Since Finland identified that it is imperative that priories, regulations, and policies be based on morals that hold homelessness as immoral, there is very little hope that most of the US would prioritize ending homelessness above making money-certainly not with the federal regime currently in power

When it worked for me was thirty years ago. I couldn't tell you whether Vermont is still doing this now. I can only report that when it's tried it does actually work, and I'm sure it's cheaper than homelessness.
