I note in the thread that congress would have the power to end tariffs within the 60-day window. I'll deal with the other issue in a new skeet in the thread.
First, unlike the bill passed by the senate 51-48 yesterday, this would apply to all new tariffs. (According to news reports I've seen, it likely wouldn't apply to the tariffs Trump just introduced, though to my layperson's eye the text is a bit murky on that point.)
A second interesting thing: Grassley wasn't one of the Republicans who voted for the Canada tariff bill, and Thom Tillis, who said he'd vote for Grassley-Cantwell today, wasn't either.
Between Canada and this one, in other words, we're at six senate Republicans breaking from Trump on tariffs.
Of course, the bill would have to make it to the senate floor to get voted on, and would presumptively have to override a Trump veto, and would also have to pass the House. This is a very long way from being an actual law.
(I've been looking without luck for analysis of this from folks who are actually subject-matter experts, which I'm very much not. I'd appreciate being sent links if they're out there. The press coverage has not been wildly enlightening.)
