Except...she is still employed. The President can not legally fire her unless Congress is given 30 days notice and he can prove it isn't politically motivated. Trump can't wave a magic wand and change that reality. She can't trespass somewhere she is legally entitled to be.
And there comes the conundrum...Congress may well be responsible for funding Federal employees...but the Constitution is crystal clear, the President is head of the Federal Branch of government.
I'll say it again...separation of powers = Congress doesn't run the show...
A Constitutional Amendment can absolutely limit the powers of the President...Congress alone cannot.
If Congress passed a law saying the President had to write a letter to every Congressional Member stating 'Can I pretty please get out of bed' before he can get out of bed every morning.

I'm 99% sure if challenged the Supreme Court would rule that he has the authority to fire any Federal employee at will, without cause.
