If you want to look at the lameness of the exercise of pardon power, here's one. Right before Biden defeated Trump, the House passed a bill to federally decriminalize marijuana. The 50 seat minority Senate didn't. Biden could pardon every person convicted of federal marijuana charges. He won't. Why?
