The only defense to prevent this from happening is that Cain is only a LT General which according to Title 10 of the United States Code it requires the Chairman to be a combatant commander, Vice Chairman or the highest Uniformed Officer in 1 of the 6 branches and since he is none of those it will
require a waiver from congress to even allow him to be nominated. There are 64 members of congress who are former Military. So let's hope they remember their oath and understand why it's important the Chairman to match these qualifications
